Our History

TŎNGYĪ ENVIRONMENTAL SERVICES CO. LTD (TESCL) is a Tanzanian private environmental firm based in the city of Dodoma, Tanzania (UNITED REPUBLIC OF). TESCL is a fully fledged and registered firm with the Registration Number 137945916 which is incorporated under the Companies Act of 2002 and that the firm is Limited. The firm operates using a social enterprise model where the profit gained from consultancies is used to invest in community projects and other public services such as Environmental Management, Climate Change Mitigation and Adaptation, Green Economy, and Environmental Policy Advocacy.

We offer a range of services on environmental compliance and community climate change resilience services in Tanzania. We work collaboratively with local, regional, national, and international communities, together creating effective and innovative solutions to their environmental and community sustainability challenges. We offer a range of complementary services to manage the whole of project life cycles with outcomes that are robust and fit for purpose. We pride ourselves on our ability to tailor our approach to meet the needs of the project stakeholders (including client, authority, and community needs) and focus on addressing key environmental issues.

We are also committed to supporting the government in creating jobs for junior graduates, and subsequently contributing to the economic development of the country through tax payments.

Governance Structure

Company Overview

With a strong internal focus on nurturing skills, TESCL has developed into a well-respected company with a reputation for producing high-quality outcomes and offering flexible services tailored to the needs of our clients and community. Many of our staff are leaders in their fields and are regularly sought after to provide independent peer review. Our skilled professionals and support staff are focused on meeting and exceeding client expectations and project objectives through innovative techniques and leading environmental projects management skills.

Management and Decision-Making

TESCL is managed by a pool of well-established experts in various disciplines, particularly law, agriculture, fishing and livestock development, microfinance, environmental impact assessment, renewable energy, project planning, landscape management, community development, and research. The overall decision-making body of the company is the Annual General Meeting (AGM) of the company board members. The company board has seven (7) members, three of whom are the company directors with active shareholders of the firm. To ensure separation of power, the chairmanship of the AGM is annually rotated among the board members who are not Directors. The AGM meets twice a year to deliberate policy and legal issues of the firm. The Company Secretary is the legal advisor and serves as the secretary to the company. The company is managed by the Chief Director (CD) who reports to the AGM. The CD is assisted by two (2) Directors, namely the Director of Community Resilience Projects and the Director of Environmental Compliance Services.

Directorates and Management Structure

The Directors are the heads of their respective Directorates. These directors are supported by managers for their sectorial projects. There are seven (7) managers, including those responsible for policy strategy and marketing, finance, human resources and administration, IT and communication, community advocacy research and consultation, environmental compliance, counsel, and legal affairs. The managers are further supported by seven (7) categorical project officers. The finance, human resources, and administration manager also serves as an internal auditor who reports to the Annual General Meeting.

Policies and Operational Procedures

TESCL has established clear procedures and systems that govern the operations, administration, leadership, and management of the company. The company has policies to guide our operations, including the Consultancy Policy and Operational Procedure, Child Protection Policy, Quality Assurance Policy, Human Resource and Administration Policy, Financial and Procurement Policy and Manual, as well as the Internship Engagement Guideline. We have adopted the current Public Procurement Act in our procurement systems. The company has also implemented Standard Operating Procedures (SOPs) for quality assurance. In the area of finance management, the company uses ICT-propelled accounting and finance systems with strong internal audit procedures. To provide quality consultancy and community services, the company has clear systems for collaborating with reliable and reputable individual consultants from both the government and private sectors, as well as international experts. Additionally, the firm hires high-caliber staff and consultants.

Recruitment and Talent Management

Staff recruitment is managed by the team of directors. The company has established clear systems to recruit highly talented graduates into our work. To this end, the company has implemented clear systems for hiring and vetting associate consultants, where each consultant is required to sign a subcontract as a commitment to delivering the assignments they are given. To foster partnerships with the public sector, the firm has established policies on collaborating with academicians and researchers from higher learning institutions to work as a team to deliver results for our clients. This has made our firm one of the strongest and most trusted in Dodoma city and across the country. Located in Dodoma, the firm has received numerous partnership requests from local firms seeking to support their operations. Currently, the firm has 7 full-time staff members and more than 10 consultants in fields such as climate change, environmental management, environmental impact assessment, renewable energy, ecology, agriculture, fishing, landscaping, and community project management.

Human Rights and Anti-Bribery Policies

To ensure adherence to human rights, particularly the rights of children as per the conventions on the rights of children, the company has implemented clear systems for all staff, consultants, government, and partner experts working with the company to sign a commitment form to safeguard and protect the rights of children. Additionally, to ensure capacity building for staff and consultants, the company has established clear systems for regular refresher and tailor-made training in various areas. This training helps staff and consultants adhere to our policies, branding systems, and procedures, enabling them to provide effective technical solutions to our clients. To ensure our practices are corruption-free, the company has adopted the government anti-bribery systems, requiring every consultant and staff member to sign the anti-bribery form as a matter of principle and during proposal submissions.

Quality Assurance Systems

In terms of quality assurance, the company has implemented total quality management systems, including spot checks, a technical editing team, an infographic design team, M/E systems, a three-level review of products, and a dedicated director who cross-checks and approves the quality of our work before submission.
